This error is usually caused by the Megapack. Megapack includes patch 3369 but after installing it, sets game version to 1 instead of 3369. One way of fixing this is to manually install patch 3369 after installing Megapack.

Can't install ChaosUT2 mod
I have UT2004 with megapack installed, which I believe included the 3369 patch, but I click on ChaosUT 3.76 setup and it tells me I don't have 3369(instead I have version 1), but I run other mod like Air Buccaneers just fine. Any suggestions?
