I've seen a similar question posted with no replies. I'll take a chance that mine is different enough that someone might have an answer and post it here even though this forum doesn't seem that active.
I'm running Quake 2 Version 3.20 on Linux with Chaos 1.11.
My startup -
screen ./quake2 +set game chaos +set dedicated 1 +exec inet_server.cfg
Once this command executes I get:

The Problem
When I join the server, the chaos mod appears to have loaded except there are no chaos weapons or ammo. Even the map rotation list works (I believe the "sv ml" is specific to the chaos mod).

It's almost like the game is being reset to baseq2 even though I call it via the command line. I have searched the cfg files to make sure that isn't the case and will do so again.
I can post additional detail and cfg files upon request.
