I can click and drag it around no problem. Try clicking in the blue area directly above the send button. To make the userlist larger, click on the little lines directly to the right of the scroll bar and drag it out.

Hmm...I can't seem to get in spectator mode in Chaos. :S

But I would be interested in joining the testing team as well, as soon as I get some suitable hardware for UT3. (should be sometime early next year)
