In Chaos for UT2004, LoQtUS made a player model called the Proxy King. Thatscrawnykid has recreated a new version for CUT4.

At this point, I really doubt anyone would have an issue with you doing whatever with that Q2 stuff.

The other patch you mentioned was not done by the Chaos team, you might find the author over on the Q2 Chaos facebook group page.
