It doesn't replace ChaosBike yet, so you'll have to use cheats to replace it.
Open the console (key left of 1/TAB-key left of Q) and type:

god
summon MutChaosBikeMouse.ChaosBikeMouse

GOD isn't necesarry, but if you don't type that in, you'll get smached by the bike (it spawns right over your head)

Got the mouse guided one in the IR,IF you made it a replacer then it would be worthy of a spot in my system

The bike has undergone many changes and even has a mouse steering opition. Its much better than it was before.
