I am at work so I can not double check mine, but that looks close. I thought for the translocator thats set in the ini file? Also is UT2004Chaos.ini a file that you made? If so set the translocator to true there. But for the most part it looks ok. We have some examples in our manual on the "server" section.

c:\ut2004\system\ucc server DM-Gael.ut2?game=chaosGames.ChaosXDeathmatch?mutator=Chaosgames.ChaosUT -MOD=ChaosUT2

Thats what i used for a while when i was hosting a game with my roommate. The ChaosUT2.ini file that it loaded because of the mod switch had my servers options already loaded into it. I would then go into webadmin and change it to whichever gametype and map i wanted.
I make Darth Vader look like a teenage punk with a lightsaber.
