i beleive its for use with umods during the uninstall process, but im not sure.
I make Darth Vader look like a teenage punk with a lightsaber.

Yeap it keeps track of what it installs so if you un-install the mod, it pulls this info from here. So an change to this file could have old files hanging around or removal of critical files.
