Couple of suggestions...
1) Custom music: like in GTA3, can CUT have a special file in which mp3s (or other music files) can be kept and then played in game?
2)Team builder: In the options list, can there be a tab for customising teams? Just as you can customise your character and (if you select bot config) the bots you will be playing with on your team, can you have an option tab for making and saving customised teams (such as ThunderCrash, BlackLegion, SuperNova, etc.) and in the '# of bots' option (when you start a game) you can say 'Load custom teams'. Then, each map has new teams and not individual bots. If you want, you should be able to enable/disable teams to play with and/or make teams constant (you stay on a team for the entire set of games). Maybe this could be taken one step further to make a tournament (an Unreal Tournament, of course) where, like in duel, multiple teams play and have to win a game in order to win a team point (or to prevent getting knocked out) - after a certain number of games, the team with the most points wins.
Weapon purchase (???): make a mutator that does not allow weapons to be picked up - players have to buy them at their base. That means kills get the player money and deaths make the player lose money (the same amount of money as the killer made).

I am very much against the music thing.
First of all, there is no way to control that. Some people find certain kinds of music offense, but they would be forced to listen to it anyway, even if from a distance. This is BAD move.
Second, the bandwidth requirements for something like that would basically kill the game. MAYBE if only one custom song at a time was transferred, and only VERY slowly, and only to high-bandwidth players, it MIGHT work, but what if more than one person were playing custom music? Not only that, but it would be severely exploitable. People could spam it and basically shut down the server by lagging it out.
I don't see any way that this could be a good idea.

I was thinking of more pre-caned music. The BF:V uses it and its a neat effect. Then we could allow the users to replace our music with their own..kind of like what we did with the spraypaints (so a server could have its own music file). Its was an cool effect in BF:V to be sitting in the jungle..then you hear Jimmy Hendrix music..a few seconds later you see the huey fly over you head...cool stuff

I agree. The music feature in BFV is one of the coolest effects ever. Though it's just simple music, it creates an awesome atmosphere. You get into a chopper or a tank, switch on the player and people jump onboard just to be able to listen to the music while heading for the battle. Choosing a set of music files could however cause problems. First of all there are the personal preferences that Shadowstar mentioned. BFV solved this brilliantly by sticking to oldies from the time of the war. I don't know if something like that would fit into UT2004. And second: What about copyrights? We could get into a lot of trouble.

Maybe the music is only what is supplied by Chaos, the ECE and the base UT2k4 install? Then if you can play the game you can hear the music. The horns should trigger these tracks so they start/stop playing when someone hits the horn keys.

See: what I meant was that maybe a player sitting at his computer could change only his background music to whatever tracks he had. I wasnt thinking of GTA3 car-playing-booming-music-and-annoying-everybody-else idea, though it sounds cool. I just wanted to change my BG music. For example, I think the Face3 BG music is quite 'unaggressive'. It sounds like an egyptian horror movie gone wrong.

You can already do that in ut2004. Just import .ogg music files into your Music folder. Actually, you can navigate to any folder on your computer with the F11 music player, and add music files together from different places on your computer. It supports Mp3 as well as Ogg.
You can even assemble a number of playlists, so you're not limited to just one.
