From the server admins mailing list comes confirmation that UT3 1.2 beta 4 has passed testing and will be released as the second patch for the game.

Jeff Morris says:

It’s done, beta 4 with a text file change. We’re giving Ryan a chance to get the Linux DS done for a simultaneous release, and Midway QA time to prep their customer service people.

Hoping [today].

Look forward to a patch today! I just REALLY hope they fixed the rocket launcher thing because it's absolute bull. I've lost matches because of that =(

Bah! You didn't lose the match because of a stray rocket bug or two! That's like saying one missed field goal cost you the game. If you got beat, you got beat, deal with it!

But yeah, nice to have another patch. Hopefully our server will be patched soon too.

Hey! I'm a rocket whore what can I say. When you're only down by one or two, a stray rocket or two to the face can cause you to lose a game!

But yay for a somewhat more functional patch...
