Well guess what, another beta patch, version 2166, has been released supposedly from the developers of UT2K3, Here are the list of fixes since the last patch:

Fixed spectating / changing players
Fixed problems with cached packages
Added admin menu for kicking and banning
Fixed linkbeam effect and ping in demos
Bound friendly fire to 100%
Improved message displaying on demo huds
