Recreating visuals/weapons/characters from other games/movies/books is something we've talked through on several occasions. We did decide against it, because we do not want to be involved into legal content struggles just because we copied other companies work. It is not very creative either.
Unfortunately I don't know which creature you are talking about. Some better descriptions on what you liked about it would be helpful.

The problem is i hadn't found time to get myself webspace otherwise i would put a pic.

well,you could create a skaarj'istic robot with a chaos flavor on it(proxys on the shoulders)now that would look l33t

Re-creating a skaarj could already get us into trouble. But an alien in spiky heavy armour should be possible as long as it fits the standard UT2003 skeleton.

We were thinking about using some skaarj skeletons from UT2004 as a possible monster type, BUT we don't even really know if there will be skaarj skeletons in UT2004. There are only rumors that UT2004 will feature skarrj's.

Indeed that's what unrealtournament.com sead so it should not be a problem in that case.
