Well, the flamethrower allows you to direct the fire more. The fire grenades explode, and then just stay there, so people can avoid them. With the MUG and Argon Labs' new Liquid Fire ammo, you can make sure those pesky victims can't run away from the flame.
Also, Chaos is coded to allow the life of the flame damage to increase by exposure, so the longer you hold someone in the flames, the longer they will burn. It also increases the damage per second. So the MUG can potentially do a great deal more damage than the Napalm grenades, but it relies on your ability to direct the flames accurately and skillfully.
Burn, Baby!

actually.. it doesnt increase the damage per second as far as i know if they get more burn, but it does increase the total damage obviously since they burn longer. It is also obvious to note that more burn time means more view obstruction from the flames/poison(for nades)/ice/etc
On a side note: napalm damage *should* now fall to the ground, it does not follow the particles exactly, but covers a decent area.

I thought I read a post from SPA somewhere that the game counts how much fire is attached to a player and then increases thier damage-per-second as well as the amount of time they stay burning based on that. Exposure to the effect increases the amount of fire attached to the player.

right now mug flame = napalm flame = 6 damage/tick, but that is subject to change once we start cranking out IRs again.

Which texture?

well , this is the way it works.
the coders make an IR using the content that the skinners modellers and coders have compiled . the testers test the IR for bugs , the coders adress these bugs and implement new features , then the testers get a new IR , with bugfixes. the testers test again , new IR adress newly found bugs , lather rinse , repeat. This will continue until we feel we have a presentable version of chaos to release , then we will go through 2 or three release cantidates(You will be informed when we get to this stage) and soon after , we will release a new PR(public release) and continue on.
oh man . I guess I just ranted off topic there for a bit.
anyway , to answer your question , yes. After the steps I have mentioned chaos ut2k4 WILL be released to the public.

A release cantidate is a potential public release. Its a build after the IR's that we test and test until we can find no bugs in it and then release it as a Public Release. Chaos usually goes through a few Release Cantidates before finnaly ironing all the bugs out
