You know, I've noticed that, Chaos consistently gives me WAY better framerates than UT2004 ever has. I mean, like a 20 fps difference. I'm wondering whether anyone else is seeing this other than me. It almost seems like the Chaos team coded their mod better. I dunno. Does anyone else see this?

Strange. We didn't touch the rendering pipeline AFAIK. I don't even think that this can be done within the possibilities of a mod.
Maybe it's because of our levels and weapons using less polygons...

yea will all of our effects going off I would expect you folks to loose some...bet if its better for you.... YEA

In my case the fps in chaos dm are pretty much the same, compared to my in normal dm. Only when somebody uses the mug my frames emidiatly go down to about 15, wich is really anoying.
Maybe you could a option to decrease the flame effect.
