I can import it, but I can't get the alpha to work, the tut doesn't do it for me with how to apply the alpha mask to it, could someone explain why when I import the tex (with the alpha box checked) it doesn't apply it?

You have to create the alpha mask before importing it, the option when importing it just retains it i beleive.

What did you make the spraypaint in? photoshop?

Yes in photoshop, but I have no idea how to apply the alpha mask in the first place.

Go to the channels pane (view menu -> channels)

Add a channel, it will become the alpha layer. Color white the portions of the picture that will be visible, and black those that you dont want (the edges should be black unless the picture takes up the entire area).

Save it in a form that supports alpha layers (.tga works), then import it.

the guide should mention that the file format needs to support alpha channels and that unreal ed can't do that part for ya.

yea we can try to update that...again it wasn't an how to get an texture into UT as there are plenty of better tuts on that but we can make that more known.
