all the right keys are assigned, but my keyboard isn't responding to the commands. What's going on? The only thing I can do is jump and chat.

recheck your keybinds ingame, sounds like some of them are getting overwritten. The first time you run the mod it hijacks a few keys for default binds, and for some people these may be movement keys.

I reset all the keys and customized the binds, and I still can't move.

in chaosUT for UT99 or UT2004?

I had this happen to me as well.
Try regenerating your user.ini file and your chaosut2user.ini files. That worked for me (though i lost my settings, but that's a small price to pay).
