Strange Problem

Lo guys, great to see the 3.5 version out at last! 
However I am having a strange problem trying to get it to work on my brothers computer.
The mod runs fine, and the new crosshairs with the v3.5 are there.
But the relics however are a no show, the chaos settings are always reading as version 3.0 as well.
Even though it was upgraded to 3.1 and then 3.5.
They work fine on my computer, and the menu reads the right version.
But on his it is not game, and I installed it the exact same way that I did on my computer.
I installed the latest UT2004 official patch too.
Since then, I have tried re-installing it multiple times.
Copying the files manually, deleting the ini files, I have even tried using my ini files on his pc.
But it is still reading as version 3.0 and the relics are a no show, where as everything works fine for me.
Does anyone know what is going on here?
