By next unreal engine do you mean the Updated Unreal warfare engine to be used in UT04 ? or the next engine all together?

The next generation of the engine - not 2004.

Next engine all together. The UT2k4 is just tweaked with no changes to the renedering path (unless there was some bug or perfromance tweak).

Consider it a stand alone expansion pack, rather than a sequel to UT2003.
