Proxy Announcer and anti TCC...

I like the Proxy Announcer and I think it is funny as hell. So i went on a server with TCC install and it wouldn't let me on because of the Proxy Announcer anyone know why the TCC doesn't allow this or certain skins? I don't know much about ANti TCC other then it stopping some cheats thank you.
