editing a .ini file to make server to user dl's faster?

My friend got a new server up and he heard something thats apparently true in where you cant edit the a ut2k4 ini file to make downloads from your server X times faster, does anyone know what the heck this is?

well hes already a member of that site, and it didnt help him. We did figure out about ftp redirecting in where you can have people dl the maps seemlessly from an ftp, only when we set up an ftp for it to redirect them to it wouldnt work.
