On my Invasion server, I have a wave that's full of gasbags. Using the airburst disruptor against them is great, since it stops them from blasting you for a second, and allows you to pick them off one by one with the sniper. I just take a full load of disruptors, fire one off, pick off a few bags with my sniper, launch another disruptor (to keep them blind), and pick off a few more. I can take out a sky full of gasbags without ever taking a hit or having to run around like a chicken with its head cut off.
Course, the giant gasbags are still a problem. I don't think the disruptors stop them from spawning little gasbags, which aren't blinded.
I also like to use the disruptor against bosses to give myself some time to fire off something big before they plaster me with heavily damaging weapons. (Like the Wave 16 Giant Warlord I created with missiles that do 80+ damage each.)
It's also great for making a getaway. If you're swarmed by monsters, fire off a disruptor and run for it. You can usually lose them if you aim the disruptor just right.

concerning what as said earlier, its most likely you're going to get at least a shade of white just being in the same room as one that goes off (provided this room isnt a damn colloseum). however turning around shortly after launching greatly decreases the effect. running into a room, popping one at their feet, and leaping outta there is definately a "lmao" moment. while they are blindly firing and leaping around, your gettin head shots ^^.
i think looking at one uber close directly when it goes off results in like 5+ seconds of pure blindness.

Using alt-fire to send disruptors high in the air, then using AWO to detonate them (at the right time):
