Yes, and it's key to the game. Sometimes when players are killed, they drop Weapon Energy Cores (WECs). You need to collect these, and then use your Weapon Menu key (Settings>Controls>Combat>Weapon Menu)to access the menu.
Each time you choose a loadout, you get two weapons and your health tool. Each of them can be upgraded. The first upgrade will cost you 1 WEC, 2nd upgrade costs 2, and 3rd upgrade is 3.
The in-game Weapon Menu works fairly simply. Just hit the key you set for that, and then use your mouse to highlight which of the 3 items you want to upgrade, and then click.
You can also change your loadout mid-round (Esc>Weapon Loadout), and it will take effect next time you respawn.
Oh yeah, in that first pic of the Frag Rifle, there are two blue dots lit up on the side of it - that one has been upgraded to 2nd level.
i like the plasma rifle at third upgrade : nothing can resist the plasma ball cause the lasers do soo much damage 
but the frag rifle fully upgraded is more like sniper precise. i want a shotgun, not a close-up sniper
the crosshair is annoying too
i like the game in general, and it just turned gold. I sure hope it will be looking great and that the devs looked at people's comments.
the most astonishing thing about Pariah is.... the absence of loading times. apparently, nobody seems to notice that loading times are non-existant
but the frag rifle fully upgraded is more like sniper precise. i want a shotgun, not a close-up sniper
