You're telling me that this is still just the BETA??

When is the full game going to be released, in that case?

I don't want to download 181 megs for a PATCH!

The patch is for the full version of the game, it only a beta release for now.

In the US the game was released on 11/20

It's a patch for the full game, it is just in a beta stage.
Just like all the patches for UT2004, they were all in a beta stage that those on a mailing list got before it was released publically
