There should be a Random Map feature in Instant Action game mode.
Could anyone make a Mutator for it (chaos or non-chaos)?

Might not be exactly what you are looking for, but XMaps2k is pretty cool.
He only went as far as a beta release with one mutator, called Warp, but it's a good one. You can 'warp' to any level in any gametype from a menu right in-game. Even set the rules and stuff.
