For some reason i cant find out how to get or use either of these can someone please inform me of how??

once you pickup the Needler ammo for the Claw 2 , switch to said ammo , and double tap the AWO key. This will initiate Kamikaze.
As for the Hoverboard , it is unfinished , but can be summoned with
Summon Chaosut.Hoverboard
Entering that into the console will spawn a hoverboard at your location.
